Location promotion Basel-Land Top rating for the Basel-Land region The canton of Basel-Landschaft wants to position itself as an attractive business location and create the necessary conditions. Recording: Dominik Rieder Site development "The dynamics of site development remain high in the canton of Baselland. This is particularly evident in the two key sites BaseLink and uptownBasel: In the BaseLink site in Allschwil, preparatory work has just begun on the construction of "Hortus" - an office building that will pay back all its consumed energy within one generation (30 years) through the use of unusual materials such as wood, clay and waste paper, as well as energy harvesting via photovoltaics. It is scheduled to open in 2025. The "Alba House" will open its doors as early as this fall. The 40-meter high-rise marks the beginning of the Bachgraben area and offers state-ofthe-art workspace services to employees of start-ups and established companies. The first floor will be open to the public and enrich the working area with an attractive mix of stores, restaurants and services. The development of uptownBasel in Arlesheim is also progressing. As the second building after "The Pioneer," the technology center for the Straumann Group should be ready for occupancy from the end of 2023. The new energy center for electricity is also scheduled to go into operation by the end of 2023. And the heating center with two biomass boilers for waste wood, which will supply the entire Birsstadt heating network, is scheduled for completion by the end of 2024." Wealth Tax Reform "In November 2022, voters in the canton of Basel-Landschaft clearly approved the cantonal Wealth Tax Reform I with 62.61 percent. With the wealth tax reform, the basis was laid for a more modern and at the same time more lenient taxation of the wealth of natural persons. The successful fiscal policy of recent years has created the conditions for the reform. This has also been confirmed by the rating agency Standard & Poor's by upgrading the creditworthiness of the Canton of Basel-Landschaft and awarding it the top rating. In addition to corporate taxes, taxes for natural persons underpin the canton's location quality." Security of energy supply "In recent years, the canton of Basel-Landschaft has worked continuously on the development of what were then still precautionary management measures for an energy shortage situation. During the last months, when an energy shortage actually threatened, these measures could be optimized selectively. Among other things, new crisis organizations were formed, preventive measures were implemented, the search for alternatives to drastic management measures was conducted and a manual on how to deal with an energy shortage was written. The situation was defused by these measures - and also thanks to the mild winter. The federal government currently classifies the supply situation for electricity and natural gas as secure. With regard to the next winter, however, the situation remains tense. The canton is well positioned to cope in the coming years." Promoting skilled workers "Companies, not only in the Basel area, are under pressure to be able to recruit sufficient labor and skilled workers. Structural change is one of the reasons behind the shortage of skilled workers. Increasing technologization requires increasingly higher qualifications. At the same time, fundamental changes are taking place in the demand for products and services. Finally, an increasing academization can be identified. Above all this is the demographic development, which is probably the greatest challenge. Measures to meet the demand for skilled workers must be taken at various levels. For example, the integration of the unemployed and refugees should be stepped up, and the participation of women and older people in the workforce should 34 Baselland Business

e increased. Finally, school and vocational training, as well as continuing vocational training, must become more innovative. Numerous programs and measures already exist in the canton of Basel- Landschaft.
